Company Profile

Aerospace Services International, Inc. (ASI) consults on a broad range of aviation and security matters and is a recognized leader in the aviation safety and security field, particularly for national infrastructure elements, e.g., international airports, en-route traffic control and terminal area approach and departure control systems. ASI was formed in 1986 initially providing aviation security planning and design services, based upon the special leadership experience of its founder, Billie H. Vincent after his retirement from US Government service. Mr. Vincent's government career included assignments as air traffic controller, Chief of the New York ATC Center, head of all FAA training, founder of the original Federal Air Marshalls program, and finally as Director of Security for the Federal Aviation Administration (FAA).

The firm developed to offer additional services to the aviation community as illustrated by its recent Airspace Planning Project for Jordan, development of GPS/GNSS airport approach procedures, ATC emergency preparedness program for Egypt, and communications planning for U.S. airports. Security services are also provided to non-aviation entities including those responsible for critical surface transportation, government and international organization facilities. These non-aviation related security services have included security planning for major container ports, diplomatic residences and UN facilities as well as associated policy documentation, procedures development, and training. ASI has performed numerous projects throughout the world. In the Caribbean area, ASI performed airport improvement studies and design services for the international airports of Aruba and Curacao (Hato), as well as multi-airport studies in Mexico. In the Asia-Pacific region, ASI's work has included extensive planning for three of the world's latest "Greenfield" airports at: Kuala Lumpur, Malaysia (Sepang); Inchon (new Seoul), Korea; and Bangkok, Thailand (Suvarnabhumi - currently under construction). In the Middle East ASI performed aviation planning and airport design work in Lebanon, Saudi Arabia, the United Arab Emirates, Egypt and Jordan.

Examples of ASI activities include:

  • Comprehensive international and domestic experience in assessing threat conditions and security vulnerabilities, and designing counter-terrorism and anti-terrorism measures to protect people, facilities, and operations.
  • A wide range of contacts throughout the security community, including senior officials in the Far East, Middle East, Europe, North America, the International Civil Aviation Organization (ICAO), the Maritime Security Council, the Port Operators Association and regional organizations such as the European Civil Aviation Conference (ECAC). ASI staff members performed difficult assignments on behalf of ICAO in Yemen and Ghana, and developed an aviation security program for North Yemen, which ICAO later implemented. ASI is currently working with the Lebanese and Jordanian Governments to rebuild their National Civil Aviation Security Programs in accordance with updated ICAO Standards.
  • ASI also is a co-founder and active participant in the Jordan Regional Center for Aviation Safety and Security in Amman, Jordan. This is an ICAO-sponsored regional center for the training of aviation industry and government personnel for the Mideast and nearby African countries in airport operations, maintenance, safety, and security. The center is an active participant in the ICAO Trainaire program for the preparation and validation of training courses used throughout the world.
  • An ASI engineer helped design the Integrated Safety, Security, and Operations Communications Center (ISSOCC) at Chicago O'Hare International Airport, and was one of two lead designers for the computerized access control system for the O'Hare's new International Passenger Terminal.
  • ASI security consultants and design engineers developed the security requirements and prepared the security procedures for the New Kuala Lumpur (Malaysia) and Inchon (South Korea) International Airports and associated infrastructure during 1993 - 1998. These mega-structures and their associated support systems, e.g., rail systems, bridges, involved the expenditures of more than 20 billion dollars. ASI's prepared security assessments and protection planning for these "greenfield" projects in anticipation of future threats as well as addressing the current political and international criminal milieu. Our plans addressed the need to incorporate advanced technologies anticipated to become proven in the future.
  • ASI engineers and security system specialists designed head-of-state facilities in the U.K., France, and Morocco, and other sensitive projects in key Middle East countries. Some of these sensitive security systems involved the integration of two to four protection technologies for redundancy and fully centralized command and control systems. These technologies included the most advanced and proven sensing, monitoring, and identification technologies available so as to provide security without intrusion or causing noticeable loss of privacy to officials and dignitaries.
  • ASI's Vice President of Government and International Relations has held significant positions in the international arena and the U.S. in academia and commercial activities.
  • ASI Associates planned airport expansion programs that included the addition of runways, taxiways and other AOA facilities including civil engineering and environmental assessment.
