Billie H. Vincent - President & CEO
In 1986, Mr. Billie H. Vincent, its current President and Chief Executive Officer founded ASI after retiring from 33+ years of U.S. Government service in aviation. During his government career, he advanced from an air traffic controller through a variety of FAA senior management positions including Chief of the New York Air Route Traffic Control Center, Special Assistant to the FAA Administrator for Aviation Standards, Chief of FAA Training, and Director, Office of Civil Aviation Security. In those FAA positions, and as the head of ASI, Mr. Vincent established and maintained worldwide contacts within the international aviation industry and governmental aviation regulatory agencies. Mr. Vincent is frequently called upon as a speaker, panelist, and technical expert at professional organizations such as the Transportation Review Board, American Trial Lawyers Association, American Association of Airport Executives, Universities, TV and other national and international media.
He has testified before the U.S. Congress on the strengths and weaknesses of the U.S. civil aviation security effort. He also provided expert testimony and data to two Presidential Commissions: President Bush's Commission on Aviation Security and Terrorism (1989/1990) and the President Clinton's White House Commission on Aviation Safety and Security (1996/1997). Both of these Commissions addressed international terrorist threats to commercial aviation and how to build security systems that will provide the best possible protection to U.S. carriers and their passengers. Mr. Vincent prepared special data for the Commissioners that were incorporated in their reports to Presidents Bush and Clinton (Report of the President's Commission on Aviation Security and Terrorism, pages 167-169 in 1990 and Report of the White House Commission in 1997).
In 1992/1993 Mr. Vincent served as a member of the U.S. Congress's special Advisory Panel on The Use Of Technology Against Terrorism, which conducted a thorough review of the international terrorist threat and the existing and promising technologies to counter it. The Panel looked extensively at the problem of explosives/metal detection, data dissemination, and incident response. Twenty other experts from academia, industry, and government also served on this blue-ribbon Panel.
