Leo H. Boivin - Security Coordinator
Mr. Boivin is a retired U.S. Air Force officer (1964-1986) and a retired senior manager in FAA civil aviation security (1986-2001). He has almost 35 years experience in various facets of aviation security and direct operational experience in over 50 countries. As a senior staff manager within the FAA civil aviation security structure, he managed the FAA explosives unit, all operational security testing for FAA outside of the U.S., and all operational testing of new security technologies. He has a Bachelor of Science degree from Mt. St. Mary's College in Maryland and a Masters Degree in International Politics from the University of Southern California.
Since 1991 he has been on the staff of The George Washington University Aviation Institute within the School of Engineering and lectures on aviation and airport security and compliance with ICAO security requirements. Since joining ASI, he has been involved in major projects such as aviation investigations for an international aviation insurance group and the design of new security systems and international aviation security compliance issues for airports in Singapore and Bangkok. He has done civil aviation security reviews for the United Nations Police Force, co-authored threat analyses and assessments presented to ICAO, and advised major international aviation consulting groups on security issues.
