- Revise the existing standards (either legal or technical) coordinating the activities as necessary for the correct and current implantation of the standards;
- Define the vulnerabilities of the present technical and legal framework in order to comply with contractual agreements. b) Improve the regulatory structure as related to AVSEC in order to permit the Uruguayan State to comply with contracted agreements via conventions ratified by the Executive Branch;
- Review the current framework, legal and technical, coordinating activities to the correct implementation of the up-dated regulations;
- Draft new laws and decrees and Uruguayan Aeronautical Regulations (RAUs) as necessary in order to reflect the new proposed AVSEC regulations;
- Create a document that reflects a short-, medium-, and long-term strategy for the financial and operation sustainability of the airport security system, AVSEC, based on the principals of effectiveness, efficiency and quality control;
- Train Director and Manager level personnel in the Planning and Administration of Contingencies and in the Administration and Management of Airport crisis situations;
- Train Director, Manager and Executive-Technical level personnel regarding the new technical-legal standards, which should be presented in a form to allow for the administrative approval process;
- Train Supervisor-level airport security technical personnel in the international standards approved by and active in Uruguay, based on the requirements established by ICAO, and those that are modified as a result of the contractor’s work.
