Airport Management and Systems Experience Summary

Overall responsibility as senior airport manager at four different air carrier airports over the past 25 years; also former Alaska Statewide Aviation Director for the Alaska Department of Transportation, responsible for coordinating Airport Development and Master Planning, Leasing, Regulatory Compliance, Operations, Security, and Capital Equipment functions for 259 state operated airports, development of statewide regulations, airport standards and certification issues, and implementation of system-wide facility maintenance standards. Mr. Bowers is an Accredited Airport Executive (AAE), a Certified Airport Executive (CAE), and Adjunct University Instructor for Airport, Aviation and Transportation Management, Operations, Airport and Facilities Planning, Financial Management and System Operations.

Project Construction /Management Experience includes direct responsibility for tens of millions of dollars of airport construction, from new terminal construction to remodels, to multiple runway, taxiway, and other airfield projects and multiple Airport Master Plans, all in compliance with requisite state and federal regulations.

SPECIFIC EXPERIENCE

2003-2009 Aviation Consultant, Anchorage, Alaska:

Projects include Airports and Cargo System Analysis, Airport Fueling Systems, Regulatory Litigation, Airport Lighting, and ADS-B Technology applications.

1995-2003 Director of Statewide Aviation, Alaska Department of Transportation, Anchorage, Alaska:

Responsible for Airport Capital Development and Airport Master Planning Program, Leasing and Security Policies for 259 State owned/operated airports. Administered ~$142 million annual airport improvement program. Also served as Interim Fairbanks Airport Manager, Fairbanks International Airport, Fairbanks, Alaska, while Statewide Aviation Director, focusing on coordination and regulatory compliance with of new federal security rules.

1978-1994 Airport Management Experience as Airport Director/Manager:

  • Responsible for overall planning and administration and all airfield operations and maintenance, airport leasing, contracts, financial management, capital improvement planning and development, and federal regulatory compliance.
  • Completed major renovation of terminal facility, built new ATCT and new ARFF facilities, expanded Air Cargo facilities, completed multiple and substantial airfield AOA infrastructure expansions.
  • Developed all financial planning and revenue bond issues for new 'green field' terminal complex and related airfield infrastructure.
1976-1977 Transportation Industry Analyst, Civil Aeronautics Board, Washington, D.C.:

Analyzed airline and other aeronautic enterprise and agreements for legal and regulatory compliance.
