SUMMARY OF QUALIFICATIONS
Mr. Rood is a Registered Professional Engineer with over 35 years of extensive experience in all facets of airport development, airport planning, and design and construction of a variety of facilities from International Air Carrier to General Aviation airports. Specific responsibilities have included client and governmental liaison, contract management, preliminary and final engineering design, Capital Improvement Program formulation, cost estimating and scheduling, Master Plan and Environmental Assessment preparation, public presentation, and construction coordination assignments. His diversity of experience has played an important role in the successful completion of numerous projects within the domestic United States, South America, Africa, India and Russia.
SPECIFIC EXPERIENCE
- 2005-2007 Bucher, Willis & Ratliff Corporation, Denver, CO
Vice President, Airport Engineering; Responsibilities included management of the Denver Airport Engineering Group and consulting on specific projects as follows:
- New Delhi, India - Prepared phased conceptual development plans for constructing a private Heliport facility.
- Norman Y. Mineta - San Jose International Airport - San Jose, CA - Evaluated Fixed Base Operator terminal development for compliance with Terminal Instrument Procedures (TERPs) and associated Airport Layout Plan update requirements.
- 2000-2005 Washington Group International, Denver, CO
General Manager/Vice President: Responsibilities included overall management of the Denver based Aviation planning and engineering services group and project specific tasks as follows:
- Nogliki Airport - Sakhalin Island, Russia - Managed project to improve airport infrastructure on Sakhalin Island, Russia. Project included planning for paving a gravel runway used by corporate jets, relocation of terminal and ATCT facilities to allow instrument operations and reconfiguration of helipad facilities. Plans included review of airfield geometry and airspace considerations required by ICAO Annex 14 and coordination with design institute officials.
- 1997-2000 Raytheon Engineers and Constructors, Denver, CO
Project Manager/Senior Program Manager/Vice President: Managed numerous projects including Aspen, Jefferson County, Durango, Front Range and Greeley, CO; Great Falls, MT; Springfield, MO.
Assumed overall management responsibilities for the operations of the Denver Airport Services office and participated in the following specific projects.
- La Paz International, Santa Cruz International, Cochabamba, Sucre and Trinidad Airport(s) - Bolivia, South America - Served as Planning Manager for the development of an airport infrastructure plan for five major Air Carrier airports in Bolivia, South America. The plan was funded through a US Trade and Development Agency (USTDA) grant. Plans included preparation of basic Airport Layout Plans and Capital Improvement Programs to conform to ICAO standards (primarily geometry and ARFF criteria).
- Durban International Airport - Durban, South Africa - Prepared preliminary Airport Layout Plan and conducted airspace evaluation for new international airport.
- Kruger Mpumalanga International Airport - Nelspruit, South Africa - Prepared preliminary Airport Layout Plan, conducted airspace review and cost estimate for initial development of new international airport.
- Grand Bahama International Airport - Freeport, Grand Bahama Island - Updated Airport Layout Plan geometry to comply with ICAO standards. Managed design effort to rehabilitate primary Instrument Runway.

Airport Planner/Project Manager/Vice President (1991-1997):
- Responsible for all facets of airport planning including forecasting demands, evaluation of development alternatives, feasibility analysis, facility requirements, layout of proposed improvements, Airport Layout Plan preparation, airspace evaluations, Master Plan narrative reports and cost estimates.
- Coordinated preparation of numerous Environmental Assessments focusing on establishing Purpose and Need for projects and evaluating alternatives to proposed actions.
- Prepared noise analyses including utilizing FAA's Integrated Noise Model (INM).
Significant accomplishments at specific airports:
- Aspen-Pitkin County Airport - Aspen, CO - Managed Airport Master Plan update and engineering services program for airfield rehabilitation and installation of Security Access Control System; coordinated highway relocation design with Federal, State and Local officials.
- Denver International Airport - Denver, CO - Managed major update of original Airport Layout Plan with DIA Program Management Team including of overall runway spacing and taxiway geometrics airfield layout reconfiguration to reduce initial airport construction costs.
- Great Falls International Airport - Great Falls, MT - Developed and coordinated alternative planning concepts, Airport Layout Plan update and provided Project Management for development of the "Greenfield' Regional Cargo hub for FedEx.
- Juneau International Airport - Juneau, AK - Served as Project Manager and prime consultant for preparation of an Environmental Assessment for extension of the parallel taxiway to the primary Runway. Project included construction over an anadromous (salmon spawning) stream including wetlands mitigation, coordination with Airport, FAA, multiple environmental agencies.
- Palm Springs International Airport - Palm Springs, CA - Provided General Consulting services to airport management for over 10 years, including Airport Layout Plan updates; airfield, terminal area, lease parcel development conceptual plans; maximizing air carrier parking configurations.
- Springfield/Branson Regional Airport - Springfield, MO - Managed numerous projects including air cargo apron and parallel taxiway development, general aviation apron and hangar engineering and Airport Layout Plan updates.
